[Final Outcome] In a move that CASA hopes will help highlight the importance of the heroic work they perform, CA State Senator and Vice-Chair of the Senate Judiciary Committee Hannah-Beth Jackson (D-Santa Barbara), along with Assemblymembers Tom Ammiano (D-San Francisco) and Louis W. Pérez, Jr. (D-Los Angeles) have announced that Saturday, the 28th of May, will henceforth be known as “CASA Appreciation Day” throughout the state of California.

The California State Legislature has recently declared the day of May 28 as CASA Appreciation Day. CASA stands for Court Appointed Special Advocates. The purpose of the resolution is to recognize the dedication of CASA volunteers who selflessly advocate for abused and neglected children.  These children are part of the child welfare system and have been abused or neglected due to the inadequate care given to them by their parents or guardians.

The California Senate has declared May 28, 2014 as “CASA Appreciation Day”. CASA (Court Appointed Special Advocate) advocates for the best interests of abused and neglected children. CASA volunteers are ordinary people who look out for the needs of children in foster care. They volunteer to speak up for children in court. They visit their assigned foster child regularly at his/her home. They make sure the child is safe and doing well in his/her new environment. DIEGO – California CASA, the private nonprofit organization that oversees 44 local Court Appointed Special Advocates (CASA) programs throughout the state of California, is honored that Senator Josh Newman (Senate District 29 of California) filed SCR 49, which would have passed the 28th Legislature. CASA Appreciation Day is also an opportunity for California residents to better understand the crucial role a CASA volunteer plays in the lives of young people and to inspire others to invest their time and resources in supporting foster children. Throughout California, nearly 9,000 CASA volunteers provide legal assistance and specialized support to 14,000 children and youth in foster care. Sharon M. Lawrence, Esquire, CEO of California CASA, said: We are honored and grateful that Senator Newman and the State Legislature recognize the outstanding men and women who selflessly work to help abused and neglected children in California’s foster care system. These CASAs make a difference in the lives of children every day, whether it is preparing detailed reports to inform judges of a child’s health status, or simply having a trusted adult in a child’s life at all times who takes a genuine interest in their well-being and offers hope and support during very difficult times. CASAs advocate for children in care (from birth to age 18 or 21 when leaving care). A CASA volunteer, trained by the local CASA program and appointed by the court, provides the court with the comprehensive and objective information it needs to make the most informed decisions and ensure positive outcomes for children and youth. These people not only stand up for children in court cases, at child welfare agencies and in schools, but they also build relationships with them that last for years. CASAs are trusted adults in these children’s lives, giving them a voice in court, at school and in the community. Our volunteers come from diverse backgrounds and are carefully screened and intensively trained by local CASA program specialists and receive 35 hours of training before being assigned to a child. They receive ongoing support from CASA specialists to help them be effective advocates for their child. CASA takes the time to get to know the child at the center of each case. They work with legal and child welfare professionals, educators and service providers to ensure that every child has everything they need to recover and thrive. Since the beginning of the COVID-19 pandemic in 2020, CASA California has continued to advocate for survivors of child abuse and neglect. As an organization, California CASA partners with the 44 local programs to provide support, technology, personal protective equipment, and other supplies that enable CASA to continue to communicate virtually with the children and the court when it is not possible to do so in person. In recognition of the dedication and resilience of pro bono advocates across the country, the California Legislature passed Resolution 43, introduced by State Senator Josh Newman (representing parts of Los Angeles, Orange and San Bernardino counties). The text of the law is as follows: WHEREAS, all children have the right to a home with loving caregivers, yet every year in the United States children are abused, neglected or abandoned by their families. WHEREAS, these children are placed out of home, placed in foster care or foster homes, and come before the court; and WHEREAS, the court has the power to decide the future of these children and decide whether they should remain in foster care, be reunited with their parents, or be adopted, but in many cases the children are victimized a second time, lost in an overburdened child welfare system that cannot care for all children; and WHEREAS, CASA Appreciation Day recognizes the important role played by Court Appointed Special Advocates for Children (CASA) volunteers. These trained community volunteers are appointed by a judge as court personnel to advocate for children in juvenile court and help humanize the often frightening and confusing legal and child welfare system for these children; and REASON: 80,000 California children are in foster care because they have been abused, neglected or abandoned. In 2020, 8,798 CASA volunteers supported 14,150 children in foster care in California. WHEREAS, CASA volunteers play an important role in the child’s life by getting to know the child in care and educating the judge and other social workers about the child’s perspective and needs; and WHEREAS, CASA’s mission is to provide permanency and support to children in the foster care system through volunteer advocates who will advocate for the best interests of each child ; and WHEREAS, CASA’s vision is that every child in need will be assigned a CASA volunteer who will advocate uncompromisingly for the child in court on their way to a safe and permanent home; now, therefore, be it resolved by the Senate of the State of California, by consent of the Assembly, that the 28th Legislative Session of the State of California hereby declares that. May 20, 2021 will be recognized as CASA Appreciation Day in California.
